About the TARR Manual
The Transportation Asset Risk and Resilience (TARR) Manual gives transportation agencies a standard, repeatable way to assess risk and resilience across their assets. It includes methods to quantify the financial risk from threats such as flooding, storm surge, rockfall, and erosion, along with methods to measure how quickly a network recovers after an event. Agencies can use the results to prioritize investments, support benefit cost analysis, and guide design, operations, and maintenance decisions. The Manual is being developed under NCHRP Project 23-32 and is built to work for agencies of any size.
