Mission

"The mission of the AASHTO Policy and Rule-Making Work Group is to collaboratively and proactively develop or help refine performance-based management policies and rules that promote safe, efficient, sustainable, and innovative transportation systems across the United States."

Roles and Responsibilities Overview

  • Policy Development: develops and promotes guidelines and best practices that address various aspects of policy and rulemaking. These guidelines and best practices are often developed collaboratively with its members to ensure consensus and relevance.
  • Rulemaking Participation: participates in the federal rulemaking process by providing input, comments, and recommendations on proposed regulations related to performance-based management. This ensures that state DOT’s perspectives and expertise are considered during the rulemaking process.
  • Coordination and Collaboration: facilitates collaboration and information exchange among its members, federal agencies, and other stakeholders whenever national performance-based management policy issues are proposed, enacted, or revised. It serves as a platform for sharing insights, lessons learned, and innovative approaches to multimodal transportation challenges.
  • Information Dissemination: disseminates information about policy developments, regulations, and best practices through publications, websites, newsletters, and other communication channels.
  • Advocacy and Representation: acts as a unified voice for state departments of transportation (DOTs) when engaging with federal agencies, Congress, and other relevant stakeholders on matters of Performance Management. It advocates for multimodal transportation policies and funding that align with the needs and priorities of its member states.

Guiding Principles

  • Safety and Accessibility: We are committed to ensuring that transportation is safe and accessible to all, regardless of age, ability, or location. Our policies and rules prioritize the protection of lives and the reduction of accidents and injuries on our roadways.
  • Sustainability and Environmental Responsibility: We recognize the importance of sustainable transportation solutions. We aim to develop policies that reduce the environmental impact of transportation infrastructure, promote clean energy alternatives, and mitigate the effects of climate change.
  • Efficiency and Innovation: We embrace technological advancements and strive to make transportation systems more efficient. Our policies encourage the integration of cutting-edge technologies such as autonomous vehicles, smart infrastructure, and data analytics to optimize transportation operations.
  • Equity and Inclusion: We are dedicated to addressing disparities in transportation access and outcomes. Our policies focus on reducing transportation-related inequities, ensuring that all communities have fair access to transportation resources and opportunities.
  • Collaborative Partnerships: We believe in the power of collaboration. We actively engage with state and federal agencies, and industry partners to develop well-informed policies that reflect diverse perspectives and needs.
