Operations Performance Management Primer: From Performance Measures to Performance Management | Guide/Manual
System PerformanceThe purpose of this Primer is to orient transportation practitioners in State Departments of Transportation (DOT), Metropolitan Planning Organizations (MPO), and other transportation agencies to the principles and practices of Operations Performance Measures and Management (OPMM). OPMM aims to support continuous improvement in the practice of Transportation Systems Management and Operations (TSMO), a set of strategies that focus on operational strategies that improve the transportation system. OPMM includes traditional operations performance measurement practices while incorporating the Transportation Performance Management (TPM) principles for TSMO programs. OPMM is a strategic and data-driven approach to making investment and policy decisions to achieve operations goals. OPMM provides a basis for making sound TSMO investment decisions by state DOTs and MPOs.

Minnesota DOT's Resilience Improvement Plan (2024) | Plan
Resilience, System PerformanceThe Minnesota Resilience Improvement Plan (RIP) is MnDOT’s first statewide roadmap for strengthening the transportation network against climate-driven hazards such as heavy precipitation, flooding, extreme temperatures, and freeze-thaw cycles. Informed by historical data, future projections, and statewide vulnerability mapping, the plan positions MnDOT and regional partners to leverage roughly \$121 million in PROTECT formula funds while guiding project selection and design through climate-focused criteria. It lays out three pillars—site-specific resilience projects, policy and design updates, and communication and education initiatives—to embed climate considerations into daily practice. Progress will be tracked through performance measures on adaptation, asset condition, and weather impacts, with biennial project-list updates and a comprehensive plan refresh slated for 2026.

In addition, AI-driven simulations offer a cost-effective method for evaluating and refining transportation networks, reducing the need for extensive physical testing.

The report focuses on five societal goals: 1) Mitigating and responding to climate change, 2) Promoting equity and inclusion, 3) Increasing road safety, 4) Advancing public health, and 5) Building and sustaining a strong, competitive economy. Transportation is essential for achieving all of these societal goals.

A New Hampshire Comparative Study of Vehicle Classification Technology: AI based Inductive Loop Signature Detection System and AI based Video Detection System | Research Report
Freight, System PerformanceThis study field-tested two AI-enabled vehicle classification approaches—an inductive loop signature system and a video detection system—to automate commercial truck and broader vehicle volume counts on I‑93 in Concord, New Hampshire. Both technologies achieved over 90% agreement with NHDOT ground‑truth data under free‑flow and congested conditions, though accuracy was affected by occlusion, off‑center vehicles, lane changes, and floating wheels. Additional winter testing is planned to assess performance in severe weather, and results can help state DOTs select cost‑effective tools for automated truck volume and classification data collection.

Considerations in Managing Pavements and Bridges in Fair Condition | Research Report
Asset Management, Bridge, PavementThe report, created by the Transportation Asset Management Expert Task Group (TAM ETG), addresses the concerns of agencies facing a rise in the proportion of their pavement and bridge networks deteriorating to Fair condition. The TAM ETG members identified the factors contributing to this situation and initiated discussions emphasizing the importance of managing this increasing percentage of their networks based on TAM principles. The findings from these discussions form the basis of this document, which aims to: provide State and local transportation agencies with an understanding of why prioritizing investments in assets in Fair condition is more effective than heavily investing in those in Poor condition, and encourage the adoption of more proactive lifecycle planning in investment decisions.
