Joint CPBM/TPM TSP Annual Business Meeting

The Committee on Performance Based Management (CPBM) held its annual Business Meeting in Baltimore, Maryland, from Tuesday, September 23 to Thursday, September 25, 2025. The Maryland Department of Transportation hosted this year’s event.Members of AASHTO’s Transportation Performance Management Technical Services Program (TPM TSP) met to discuss emerging issues and hot topics in performance management on Tuesday, September 23. The CPBM business meetings focused on reviewing past successes and ongoing initiatives conducted by the Committee, Subcommittees, and Task Forces, taking place Wednesday, September 24 – Thursday, September 25. The meetings provided valuable forums for state DOTs to share best practices and innovative solutions related to the theme, “Using Performance Management to Respond to Uncertainty.” Uncertainty is a universal truth that has become particularly salient this year, and in response, practitioners came together to enhance our collective ability to adapt and thrive in an uncertain environment. These uncertainties require more than just reactive fixes; they demand a proactive and strategic approach and for agencies to shift from the traditional “predict and provide” planning model to one that is more flexible, agile, resilient, and socially and environmentally sustainable. Annual Meeting Materials:
- Subcommittee on Asset Management
- The Asset Management Subcommittee hosted a panel presenting key takeaways from their 2025 Transportation Asset Management meeting in Chicago, IL. Following the panel, there was a group exercise to further work on the TAMP Synthesis project.
- Subcommittee on Risk Management
- The focus of this subcommittee is on the development, implementation, and use of tools, methods, and strategies by a DOT in order to take advantage of opportunities and mitigate potential threats. The group discussed their 2026 Action Plan and incorporation of risk management.
- Subcommittee on Organizational Management
- The Subcommittee on Organizational Management helps with the “people side” of the discipline of Performance Management through the development and implementation of organizational performance management frameworks to support the success of people throughout the organization, especially during times of change. This includes supporting efforts to standardize and improve practices, processes, measures, and strategies.
- Subcommittee on Policy and Rulemaking
- The Subcommittee on Policy and Rulemaking covered major AASHTO Updates from the leadership team and gave a presentation on (re)Emerging National Priorities, such as Project Delivery, NEPA Assignment, Safety and SAFEROADs, and Freight Issues. Additionally, there were presentations on recent Federal Actions, Policy and Rulemaking Research opportunities, and a case study on Policy in Action.
- Subcommittee on Research and CPBM Research Roadmap
- The Research Subcommittee presented to all attendees the achievements, products, and resources from 2025. Additionally, they invited each CPBM subcommittee liaison to provide updates on the Research Symposia and Research Needs statement to be submitted to NCHRP. This session included a peer exercise in developing the CPBM Research Roadmap.
- Task Force on Emerging Performance Areas
- In a workshop style session, this group developed a clear set of actionable initiatives for the Task Force on Emerging Performance Areas to pursue over the next 1–3 years. This structured approach ensured that all voices are heard, ideas are generated in an organized way, and the resulting initiatives are associated with the task force’s purpose and goals.
- Committee on Performance Based Management Business Meeting
- The CPBM Business Meeting provided a review of the week’s activities, giving subcommittee chairs the opportunity to reflect on discussions during the meeting and relating them to the theme: “Using Performance Management to Respond to Uncertainty.” There was a discussion of the 2026 Action Plan, the 2026 Annual meeting, and a review of the CPBM Charter and bylaws.
- NCHRP 08-168: Analysis and Assessment of the National Performance Management Data
- Moving Ahead for Progress in the 21st Century Act (MAP-21) and Fixing America’s Surface Transportation Act (FAST Act) laid the groundwork for a comprehensive national-level performance management framework. This presentation from Principal Investigator Anna Batista provides an update on the first phase of the comprehensive analysis and assessment of the first complete set of consistent national-level performance management data, the inaugural product of the MAP-21 and FAST rulemaking.
