TPM Webinar 10: Resiliency and the IIJA

The Infrastructure Investment and Jobs Act (IIJA) places a greater importance on building resiliency in our infrastructure systems. Specifically, the IIJA requires states to address resiliency in their asset management plans, establishes a new resiliency funding program, and establishes eleven centers of excellence on resiliency. This interactive webinar will provide a brief overview of where we are in our understanding of the IIJA and resiliency, provide a forum to have a dialogue about what agencies and individuals are doing related to resiliency to better prepare for the IIJA, and to hear from the industry about what they want to see as USDOT implements the IIJA.

The format of the webinar will be to start with a brief overview from AASHTO and FHWA followed by breakout groups organized into the following four topics.

  1. TAMP and Resiliency—Section 11105 adds a new purpose element to include increasing resilience of the NHS to mitigate the cost of damages from various natural disasters and a new component of the TAMP to include analysis taking into consideration extreme weather and resilience.
  2. Promoting Resilient Operations for Transformative, Efficient, and Cost- saving Transportation (PROTECT) Program—This is a new formula and grant program that includes incentives for states to develop Resilience Improvement Plans.
  3. Tools and Techniques—Section 25007 Requires the Secretary to develop a process for quantifying annual risk in order to increase system resilience regarding surface transportation.
  4. Transportation Resilience and Adaptation Centers of Excellence—Establishes eleven different centers of excellence focused on transportation resilience.
  5. Group facilitators will engage the participants to answer questions, share plans, and generate ideas for how to maximize value from the IIJA.
