The objective of this study is to evaluate whether the current SCDOT criterion requiring the roadway subgrade to be 1 ft above the design-event ditch water surface can be relaxed under selected geometric and soil conditions, particularly where larger shoulder widths and flatter side slopes increase horizontal separation between ditch water and pavement structure.
