Effective Congestion Measures (Non-SOV and Peak Hour Excessive Delay per Capita) Target Setting Methods
The third installment of the workshop series on target setting methods covers effective methods for setting targets for non-SOV and peak hour excessive delay. These traffic congestion measures apply to each designated urbanized area (UZA) specified by the US Census Bureau which contains an NHS road, has a population of over 1 million, and contains an area identified as non-attainment or maintenance for ozone, carbon monoxide, or any other particulate matter. The presentation will explore challenges related to coordinating on the UZA-level, identifying quality data, and considering investment impacts. Researchers will also lead discussion on these challenges and provide an overview of the available methods. State DOTs and MPOs will share their experiences on such methods like trend analysis among others.
