David Winter

Biography
David currently serves as the Director for the FHWA, Office of Highway Policy Information. He was appointed to the director’s position in 2008. In this capacity, he leads the office responsible for the collection, analysis, and reporting for much of the Federal-aid highway program inventory, use, condition, and performance data. Prior to starting his federal tenure in 2001, David served as the Classification, Needs & Pavement Management Engineer with the Nebraska Department of Roads. He started his professional career with the Nebraska Department of Roads in 1987. David is a graduate of the University of Nebraska Lincoln with a B.S. degree in Industrial Engineering and is a licensed professional civil engineer in Nebraska. David and his wife Nancy enjoy swimming, sailing, and cycling in their spare time.
